Devolution Ministry in trouble over unaccounted Ksh 400 Million

The Public Accounts Committee (PAC) has discovered a  presidential Kitty amounting to Ks 400 Million which is said to have been operated secretly.

During a meeting with the Devolution Principal Secretary Nelson Marwa,the committee demanded that the state should explain more about the Kitty which is apparently supposed to be shared among 290 constituencies with each one qualifying for Kshs1.3 million meant to benefit 45 needy students with each getting Kshs 30,000.

According to a report by the committee, stated that the kitty did not benefit needy students but was awarded to non-deserving ones to appoint of benefitting students from specific ethnic backgrounds.

PS Marwa has now assured the committee that his ministry was working to rectify the situation to ensure fairness in distributing the bursary as they await for the documentation showing the criteria used to decide the beneficiaries of the funds.

In 2015, an allocation of Ksh1.3 million from the Presidential Bursary Fund to Roysambu Constituency, reportedly, went missing with payments made to unknown accounts.

A letter from the constituency revealed that only 12 students out of the expected 44 received the disbursement with the rest being untraceable.

The report further comes days after the Starehe MP Charkes Njagua ordered the repeat of the issuance of the Sh38 million bursary in his constituency which he claimed to have been disrupted with malpractice.
