The office of the Auditor General Edward Ouko has faulted six constituencies for failing to account for sh 59.1 million according to the latest report of the Auditor General tabled in Parliament soon after Kiambu and other counties got off the hook for bizzare spending on only National mandate functions.
The constituencies include Tetu, Othaya, Samburu West, Kangema, Soy and Mathare.
For instance, Sh1 million was disbursed to Nyathithe Primary School for the renovation of eight classroom but works was only done on the front walls while nothing was done on the back side.
The report further revealed that painting of the roofing, verandah floor and some windows on the walls at the back of the building was not done.
In Soy Constituency, the report indicates that Sh 800, 000 was allocated for the construction of a classroom at Moi’s Bridge Secondary School. However, the project was never implemented.
Mr Ouko also questioned use of Sh 26 million meant to finance 39 projects in the constituency. Most of the projects were found to be incomplete despite the disbursement of funds to the project management committee.
In Samburu West Constituency, Mr Ouko has questioned the use of Sh 2.9 million disbursed to Wamba Secondary School for the completion of a laboratory.
The report indicates that the project management committee used labour-based contract and supply of materials instead of open tender method for the project without justification.
Physical verification of the project by auditors in January this year revealed incomplete works including drainage works, sinks, electrical works and gas fittings.

Auditor-General Edward Ouko has publicly absolved 11 counties from blame over bizarre spending for financial year 2017/18, putting an end to speculation that hundreds of millions may have been lost through corruption.
His report had exposed Kiambu, Kakamega, Kitui, Nyeri and Kirinyaga counties for spending hundreds of millions of shillings on functions over which they lack jurisdiction.
On Tuesday, however, Mr Ouko said the audit queries flagged by the Senate committee were an issue of “bad reporting”.
