Moses Kuria recently suggested that devolution is the worst thing that happened in Kenya. He said it create 47 billionaires. But that is not all, you will be surprised at the level of impunity going down at these county offices.
Take for example this story in Bungoma county, where a governor’s aide resorted to using insults and vulgar language on social media. The man in question is called Simiyu Mutaki, an official in charge of governor Wycliffe Wangamati’s logistics.
Bungoma has started an ambitious project of constructing a Dual carriage from Musikoma to Kanduyi, the giant project which will ease movement around the CBD is expected to boost economic activities in the region.

But as it is with these projects, they have opposition, both of which can be genuine or just irrelevant. But it is the duty of the government of the day to explain to Wananchi how they will benefit from the mega projects.
The dual carriage in Bungoma has been opposed by a man called Zack Siuma, who argues that the project is under the mandate of the national government and the governor should focuses resources on other projects.
Siuma is the head of a Movement called Bungoma Liberation Forum, a group that has put governor Wangamati on his toes.
Instead of the county government addressing the issues addressed by Siuma, Simiyu Mutaki went on a Popular Facebook Group called Bungoma Digest and started insulting the businessman with unprintable words.
He shared a picture of Siuma and his family members and called them devil worshippers among other allegations. Residents are wondering how such a senior county official would resort to insults.
Mutaki pulled down the post after an uproar from the Group members who accused him of being drank with power.
It is not the first time that Mutaki has used barbaric tactics on someone he does not like. In April, a Bungoma based blogger accused the county official of threatening him after he ran a sensitive story about the death of a pregnant woman in a private hospital.
