In the wake of drought that has led to the loss of lives in the country, one might wonder how we got here yet the hunger-stricken areas happen to have a bigger chunk of the devolution funds. This was ironically done in a bid to give the troubled areas a head start in development to avoid such cases as deaths sue to hunger.
Such counties include Turkana, where a number have already been reported dead because of lacking food.
