A thief is a thief! This old age saying is just still applicable and real. Like how do you explain when a person goes to steal inside a police post?
Even the thief who went to steal in a mosque in Mombasa and later subjected to eating raw chilies is somehow better. But their is no better crime in Kenya.

Mr. Wilson Kithome Muinde aged 35 years was arrested yesterday and arraigned in court today for attempting to steal a spare wheel from a vehicle parked outside the Director Of Criminal Investigation Headquarters.
This is absolutely theft of the highest caliber or rather a bravery act of stealing. How do someone even imagine going to steal at such a place which is highly mannered by heavily armed police?
He will have to face the long arm of the law for his silly action.
