DPP satisfied of sufficient evidence in misappropriation of funds in Kisumu oil jetty by KPC

There is a massive wind of problems spinning around Joe sang who recently resigned after alleged pressure by  a call from State House and symptoms of depression narration by friend. However according to him he had personal reasons which have now been made public by the official charges on him.

Kenya Pipeline Company boss Joe Sang, who was arrested earlier on Friday, is to be charged with abuse of office, the Director of Public Prosecutions has said.

A statement released today also said Sang will have to answer to charges of willful failure to comply with applicable procedures and laws relating to management of public funds.

“The inquiry file relates to allegations of misappropriation of funds in the course of procurement and construction of the Kisumu Oil Jetty by Kenya Pipeline Company Limited at a cost of over Ksh.2billion,” DPP Noordin Haji said.

The DPP added that he is satisfied that there is sufficient evidence to support the charges that also include engaging in a project without prior planning.

Sang is expected to be appear in court on Monday alongside five other Kenya Pipeline Company officials.

They are Gloria Robai Khafafa (Company Secretary), Vincent Korir Cheruiyot (General Manager Supply Chain), Billy Letunya Aseka (General Manager Infrastructure), Nicholas Gitobu (Procurement Manager) and Samuel Odoyo (General Manager Finance).

The officials are also under investigation over various other scandals at the corporation, including the loss of millions of litres of oil under questionable circumstances.

Earlier this week, the Kenya Pipeline Company (KPC) Board invited the Directorate of Criminal Investigations (DCI) to probe claims of oil spillage that may have seen the company lose over 20 million litres of fuel estimated to be worth Sh2.3 billion.

Reports of stage-managed stock declarations emerged in October after 10 leading oil marketers demanded to have independent experts counter check KPC’s spillage reports that had over time been inflated and the cost subsequently transferred to consumers.

The Ministry of Mining and Petroleum has appointed an interim managing director to run the scandal-dogged Kenya Pipeline Company (KPC) on the day its former MD Joe Sang was arrested by detectives.

Hudson Andambi, who has been an alternate Director representing the Ministry at the KPC board, will take the corner office as the board sits next week to pick a replacement from the management.

Petroleum Principal Secretary Andrew Kamau said in a statement Friday that Mr Andambi would only stay for a ‘couple of days’ to fill the void.
