Moreno has only eight months left on his current contract at Anfield and so far has shown no interest in extending his stay with the Reds, after losing his first team berth to Andy Robertson.
Arsenal manager, Unai Emery, is an admirer of the defender, having worked closely with him previously at Sevilla.
It is believed Emery is already searching for reinforcements in that position in his team.
He has made 32-year-old Nacho Monreal his first choice since the start of the season and has lost faith in rival Sead Kolasinac, to such an extent that he has been using young midfielder Ainsley Maitland-Niles as back up.
Moreno has made 134 appearances for Liverpool since his debut back in 2014 but consistent defensive lapses have meant the 26-year-old has struggled for game-time under Jurgen Klopp on Merseyside.

The Reds are resigned to losing Moreno next summer, with the Spaniard in the final year of his contract, and a queue of top European clubs is forming.
