‘Mnyonge hana haki..!’ New tricks greedy MCAs are using to milk dry public coffers

As the counties continue to be corruption havens, the Auditor General has discovered a litany of tricks Members of County Assembly (MCAs) are using to milk dry public coffers.

In an audit dating back to last year, the AG Edward Oukos reports indicates that the group earned hundreds of thousands of shillings each courtesy of fraudulent sittings among other clever manoeuvres to defraud taxpayers.

In the report covering up to June last year, Ouko claims that his findings and reports indicate that some MCAs attended two sittings at the same time, which is rather impossible.

“Although the attendance register showed that the members attended both meetings, it is not clear how a member can attend two meetings concurrently,” reads the report that was seen by the Business Daily on Wednesday.

Ouko is now suspecting that some MCAs earned allowances for meetings they never attended and is also probing a meeting where they earned Sh7.07 million shillings in sitting allowances, but whose minutes are not available.

Other minutes of meetings availed to the auditor lacked signatures. The report indicates that they earned a total amount of Ksh87. 1 million in allowances by June 2018.

The latter is now questioning the bodies tasked with the role of managing the funds, considering that most expenditures in the assembly are not backed with proper proof.
