‘Foolish auditors!’ Kenyans disappointed by Ouko’s team for bad budget reporting

After all the drama and ridicule that followed the Kiambu shocking financial expenditure that even caught Governor Ferdinand Waititu off-guard, it has been revealed that the auditor general Edward Ouko has cleared 11 counties including Kiambu, Kwale and Kitui saying it was an issue of bad budgeting reporting.

The Counties bizzare spending for financial year 2017/18 report illustrated that hundreds of millions of shillings were used on functions over which they lacked jurisdiction.

The Auditor-General’s report had exposed Kiambu, Kakamega, Kitui, Nyeri and Kirinyaga counties for spending billions for functions that are purely under the National Government mandate.

Other counties affected by the erroneous reports generated from the Integrated Financial and Management System (Ifmis) were Laikipia, Kwale, Nyamira, Samburu, Garissa and Lamu.

The Senate County Public Accounts and Investments Committee had already ordered Mr Ouko to conduct a special audit on the financial accounts of Kiambu within 45 days.

On Tuesday, however, Mr Ouko said the audit queries flagged by the Senate committee were an issue of “bad reporting”.

Interestingly, despite all these glaring illegalities, the auditor general did not raise queries over such allocations, with the majority of those counties, including Kiambu County, receiving a clean bill of health in the auditor general report.

Kenyan have expressed disappointment at the auditor’s office for making the discovery a little too late stating they have painted a bad picture.
