MP Moses Kuria propose prime minister post,writes to speaker Muturi

Presidential hopeful and Gatundu South MP Moses kuria has proposed the creation of the post of the prime minister.

Kuria has written to the speaker of national assembly Justin Muturi, to get permission to draft an amendment on the same.

On his facebook post, Kuria argues that there is no need for a referendum since they are going to affect the executive as well as parliament if affected. 

The lawmaker also notes that the changes mean that the opposition is made stronger than before.

“They are clearly distinct from an Executive Prime Minister as leader of a government which would clearly have required a referendum as it is changing the structure of Executive and legislature,” said Mr Kuria.

If the speaker accepts Kuria’s request, the legislator will then proceed to draft an amendment that will provide for the office of the Prime Minister and two deputies.

The creation of PM’s post has been one of the subjects of major concern.

Section of Jubilee leadership led by William Ruto has been against the move noting that the position is only aimed to create job for few individuals.

Ruto was quoted saying that he won’t allow such thing to happen as the constitution doesn’t allow.

“The issue of referendum is only aimed to benefit few individuals who are selfish,we made the governmen t long tiome ago and we won’t listen to their demands,”DP was once quoted saying.

The DP accused the proponents of the plebiscite of trying to divide Kenyans in pursuit of selfish political gains. “We, as Kenyans, should not allow some leaders to divide us for their own selfish interests. Political competition ended with the 2017 General Election,” he said.

Ruto had days earlier made it clear he does not have time for the plebiscite talks. He argued there was no point wasting each other’s time on the referendum issue and that those advocating for it should meet, agree and then tell Kenyans why they want the Constitution changed.

Ruto claimed those pushing for the referendum were spreading propaganda and selfish political agenda at the expense of development and service delivery.

“Those looking for positions and spreading propaganda should know elections ended last year. It is now for us leaders to focus on service delivery,” he said on Monday, October 8, in a thin veiled attack on Raila who has been in the forefront in the push for constitutional review.

Former Kiambu governor William Kabogo had called for the audit of the constitution to identify what pains Wanjiku.

Kabogo said some leaders are trying to call for a referendum to position themselves.
