The government has ruled out the possibility of declaring the current drought a national disaster to warrant international aid.
Devolution Cabinet Secretary Eugene Wamalwa said the country has enough food stocks and other resources to deal with the situation.
Speaking Monday at Mbuguni, in Kwale County where he launched national government relief food distribution where 71,000 people are in need of food, Wamalwa said nobody should speak on behalf of the government purporting to be appealing for external food aid.
His statement follows an appeal by the Kenya Red Cross for aid to more than one million people in 17 counties facing starvation.
Meanwhile, the Council of Governors are calling for an urgent meeting with the President, to deliberate on a long term solution to the current drought situation.
The Governors faulted treasury for alleged delay in disbursement of county funds which they argue is hindering service delivery and planning at the grass root.
This comes as the governors say they have put in place a special kitty towards assisting the 13 counties that are facing severe drought and famine.
The Governors are demanding the national government restructures all state agencies, corporations and authorities that continue to perform county functions.
According to the National Drought Management Authority at least 13 counties are facing drought and 1.1 million Kenyans are at risk of starvation.
