Former AG Githu Muigai exposes CS Rotich

As DCI Kinoti continues to investigate the Ksh 21 billion dam scandal that has seen several government officials involved including the Deputy William Ruto’s allies and mpore of President Kenyatta’s cabinet secretraries.

The former Attorney General Githu Muigai has now revealed that CS Henry Rotich ignored his legal advice against signing a deal with CMC di Ravenna to construct the Arror and Kimwarer dams.

While answering to the DCI the former AG Githu said that he wanted the deal signed only after further investigations and vetting had been fully done on the CMC di Ravenna’s financial and legal status, however that was not the cases as treasury and the Kerio Valley Development Authority went ahead and sealed the multi-billion-shilling deal.

According to Githu, the Italian firm had experienced financial constraints before amid fears that the Kenyan contracts may not be executed.

The request for legal opinion by the former AG from the KVDA had been done in March 2017 after which the company wrote to his office declaring that they were not in a position to conduct due diligence on the company that was to undertake the construction, yet the contract had already been signed in April 2017.

This was also seven months after the former AG had warned against the signing of the agreement without a due diligence report that would have revealed the financial position of the troubled Italian firm.

The DCI has now revealed that the investigators are now a step away from the start of major arrests”.
