The Government has terminated a controversial Sh4.8 billion deal to supply weapons to the Prisons Department days after the anti-graft agency exposed the scandal.

Department of Correctional Services, under ministry of Interior Affairs, wrote to nine suppliers last Thursday communicating the decision.

“Kindly be notified the said tender document is not in conformity with the laws of public procurement as regards to the contents therein. Consequently, therefore, the procurement proceedings on the stated tender are hereby terminated,” PS Zeinab Hussein said.

The letter dated February 28 was issued on the same day the Ethics and Anti-Corruption Commission (EACC) warned against honouring the contracts.

It has now emerged Ms Zainab had started the process of terminating the controversial deals late last year after several anomalies were detected.On November 15, 2018, the PS wrote to the State Law Office seeking guidance on how to terminate the deals, just a day after she met Solicitor General Ken Ogeto.

Ogeto responded on November 23, 2018 requesting the PS to supply all documents related to the deals which include original tender documents, amended tender documents, evolution committee membership, tender opening committee membership, tender opening report, evaluation committee report, notification of tender and professional opinion of head of procurement.
