Prime Minister position has no value, Ruto reveals

Ever since the much hyped march 9th handshake between President Kenyatta and ODM leader Raila Odinga, there has been debate from the opposition to have a referendum with claims of giving some leaders in the opposition an opportunity to be in government.

However Deputy President William Ruto has been rejecting the referendum calls as it will also come with the position of Prime Minister.

While speaking in London at a conference in Chatham House Ruto Said, “The suggestion on Prime Minister post has two problems: It does not solve the problem, which is that we need a functional, constitutional official opposition; and if created, it would still be taken by the winning party`”

In addition he said,“The national government should be reconfigured to comprise the National Executive and the Official Opposition,”

According to Ruto the National Executive should be headed by the President, while the Official Opposition should headed by the leader of the party or coalition of parties whose presidential candidate wins the second highest votes.

He further said the Senate must be made the Upper House and Cabinet secretaries should be ex-official Members of Parliament.

He said the move was aimed at connecting the Legislature and the Executive to improve services.

“The CSs must attend sittings of Parliament at least once every week and whenever required to answer questions on the floor of the House,” Ruto said.
