Pealing behind Uhuru- Raila’s meeting with DP Ruto demotion

President Uhuru Kenyatta and Hon Raila Odinga held a closed door meeting in Mombasa for a number of days while in their holiday.

The essence of the meeting have started coming out clearly with the new four tier system of authority which is taking shape in the country’s executive.

CS Fred Matiang’i turning out to be the winner of the new system which is being proposed. In simplem terms CS Matiang’i may be referred to as the Head boy of Cabinet Secretary. Some people may still refer him as the Prime Minister.

The biggest loser in President Uhuru’s meeting with Hon Raila is his Deputy William Ruto. He is simply demoted to a Deputy with no roles.

CS Matiang’i has been appointed to foresee all the government projects and report back directly to President Uhuru Kenyatta. This was intially the role of Deputy President and his tangatanga team.

Among the central roles of the committee would be to ensure coordinated strategic communication to the public and other stakeholders in the progress of government programmes and projects.

Other functions include monitoring and evaluation of the follow-up mechanism for resources allocated for priority programmes and projects to ensure proper use and realizstion of targeted outcomes.

The committee has been given sweeping powers and could recommend termination of some contracts and recommend legal action in cases where there is presumed loss of public funds.

It will provide “timely guidance on appropriate measures to address challenges constraining effective implementation and delivery of development programmes and projects”.

Reporting to the National Development Implementation and Communication Cabinet Committee is a technical team comprising 14 princiapal secretaries to be known as the National Development Implementation Technical Committee.

All this was what kept the Deputy President moving in different counties to supervise the Big Four Agenda. This move in a way is meant to stop the early 2022 campaigns. DP Ruto has been on the receiving end most of his allies drumming for his ambition to be the next head of state.

His giant steps have been clipped and he has to hang on as a Deputy with no duties. What will be his reciprocating plan to outsmart President Uhuru’s latest appointment?
