William Samoei Ruto is the First elected Deputy President of the Republic of Kenya and was sworn into office on April 9th, 2013. The Deputy President is the principal assistant of the President and he deputises the President in the execution of the President’s functions. The Deputy President performs the functions conferred by the Constitution and any other functions of the President as the Head of State may assign.To provide the President with the support that he needs to govern effectively, the Office of the Deputy President was established in the Constitution.

Dr. Korir Sing’Oei

Korir Sing'OeiDr. Korir Sing’Oei is Legal Advisor, Executive Office of the Deputy President.

Previously, he served as the Litigation Director, Katiba Institute, Rule of Law Specialist at the US Agency for International Development and founding director, Centre for Minority Rights Development (Cemiride), a pan-African non-profit organization. Sing’Oei has also served as a research fellow at the Advocates for Human Rights in Minneapolis and at the Centre for Justice and International Law in Washington DC.

Sing’Oei is an advocate of the High Court of Kenya and studied law and global public policy at the University of Nairobi, the University of Pretoria, South Africa, the University of Minnesota Law School and Tilburg Law School in the Netherlands.

He was Fulbright scholar in 2007/8 at the University Of Minnesota School Of Public Affairs. Sing’Oei’s scholarly writings have been published in reputable international legal journals and edited volumes. His latest publication, Empowering Paradigms in African Property Law will be published in December 2013 by the African Institute of South Africa (AISA).

David Mugonyi

David Mugonyi is the Communication Secretary at the Deputy President’s Office. He is a journalist by training.

Before taking up the position, he served as the Chief Media Relations Officer at the Kenya Parliament.

Mugonyi has held positions in both the public and private sector, including working as a political reporter before rising to become an editor with the Nation newspapers. He also contributed journalistic pieces to the international media.

He graduated from City University, London with a master’s degree in international journalism. Mugonyi also holds a Bachelors Degree in Education (Linguistics and Literature) and a Diploma in Mass Communication both from The University of Nairobi.

Amb. Daniel W. Wambura

Amb. Daniel Waisiko Wambura is the Principal Administrative Secretary at the Deputy President’s Office.

He is an accomplished lawyer and a career diplomat with immense experience in Public Administration and Multilateral Diplomacy.

Before joining the office of the Deputy President, Amb. Wambura worked as the Director of Legal Directorate in the Ministry of Foreign Affairs and International Trade. He has held various positions in public service which includes the State Law office, Electoral Commission of Kenya, Kenya Law Reform Commission and Advocates Complaints Commission.

As a career diplomat, he has represented the Country in International Bodies such as the United Nations (UN), African Union (AU), Intergovernmental Authority on Development (IGAD) and East Africa Community (EAC) among others. He served as the Charge D’affaires at the Kenya Embassy in Addis Ababa.

Amb. Wambura holds a Bachelor of Law Degree from the University of Nairobi, Post graduate Diploma in Law from Kenya School of law and Advanced Certificate in Legislative Drafting from London University. He also holds several certificates in Public Administration and Conflict Management.
