What the High Court had to say on police reforms

The High Court has declined to issue orders stopping police reforms and suspending implementation of the new command structure.

In the case filed by activist Okiya Omtatah, the court further directed that the matter be served upon the respondents to appear before it for mention.

According to Omtatah the implementation of the reforms translates to irregular, unlawful and unconstitutional changes.

Omtatah, in the court papers, also wants the court to issue temporary orders prohibiting the government from giving effect to the reforms or changes announced by President Uhuru Kenyatta on September 13, 2018.

Some of the changes the activist wants temporarily stopped include; changes in the National Police Service, including changes in the structure and command of the National Police Service, the integration of Kenya Police Service, the Administration Police Service, the change of uniforms, the re-branding of colleges, and the introduction of housing allowances for junior officers.
