A new order on traffic rules  has been issued by the Cabinet Secretary for the Ministry of Interior and Coordination of National Government, Dr. Fred Matiang’i hand is set to affect Kenyan motorists.
Matiang’i has said the Government will begin imposing instant fines in the next 30 days for minor traffic offences rules.

This comes a day after the High Court allowed police officers to impose instant fines on motorists for minor offences.

Justice John Mativo said that the Traffic (Minor Offences) rules were necessitated by the need to curb corruption in the traffic department of the police service, speed up cases and bring sanity on roads.

Speaking during the National Policing Conference at the Kenya School of Government (KSG) on Wednesday, Matiang’i said that the rules will enhance convenience in Kenya’s judicial processes.

“These rules make economic sense since most of the traffic offenders held in remand end up paying fines less than the amount the Government spends to sustain them,” Dr. Matiang’i said.

In his ruling, the Judge Mativo said it would be pointless to have a person desiring to plead guilty be compelled to attend court only to do the same.

He added that instant fines can prevent minor cases reaching court, saving time and money
