City Hall Sh18M beautification scandal calls for DCI intervention

Nairobi governor Mike Sonko is on the spot after the auditor general couldn’t account for sh 12 million meant for beautification projects.

Early last year, governor Sonko raised the question during Senate committee after he said that he is using his own money for the beautification exercise.

However, the report by the Auditor General Edward Ouko for the 2017/2018 financial year shows otherwise.

City Hall started the beautification in May last year, a project which is set to run up to 2022 and is part of the Nairobi regeneration project.

Ouko in his report says that the County government did not provide payment vouchers for both casual workers and materials used like cement, paint and pipes used for beautification along the roads.

“Examination of vote book for Environment, Water, Energy and Natural Resources sector revealed expenditure totaling Ksh 18,750,000 on casual payments during the financial year 2017/18. However details of expenditure and supporting documents were not provided for audit review,” he states.

Further, the report revealed that payment vouchers for expenditure totaling Sh640,000 were processed in respect of surrender of imprests for the beautification programme.

Ouko also observed that undetermined expenditure was incurred to purchase materials used for the beautification purposes but the management did not provide any record to show the cost of these goods and services, and the method of procurement used.

Also in February 2019, Nairobi County officials from the legal department faced g grave accusations in a Ksh592.4 million scandal.

The money was allegedly paid out in legal fees whereas the county government had not budgeted for the transactions.

According to a report, the county Public Accounts Committee (PAC) was been forced to push the acting County Attorney David Mosko and the finance official Stephen Mutua to offer insight on the development.
