CS Henry Rotich in trouble again, this time with Ksh 1 billion emergency fund

CS Treasury Henry Rotich is in hot soup yet again over spending Ksh 1 billion emergency fund.

Henry Rotich last week, appeared before the DCI for three consecutive days over the Ksh 21 billion Kimwarer and Arror dam projects.

According to Auditor-General Edward Ouko, the CS spent the cash without seeking parliamentary approval.

“The lack of parliamentary approval for such payments is contrary to section 21(1) of the Public Finance Management Act, 2012,” Ouko remarked in an audit opinion.

The fund management did not include in the financial statements, information on whether the money was spent for the intended purpose or paid to the right persons, Business Daily reports.

The money was purposed for supporting countrywide flood response, supporting flood victims and cash release to families affected by landslide.

The fund management, says Mr Ouko, did not produce any evidence to show that Mr Rotich had presented an Appropriations Bill to Parliament for the payment and the replenishment of the Contingencies Fund.

He says that contrary to the provisions of the Public Finance Act, 2012, the management did not include in the financial statements, information on whether the funds so withdrawn were spent for the intended purpose or paid to the right persons.
