Shaban Wangatia Otinda, a suspected kidnapper, was arrested by Directorate of Criminal Investigations (DCI) officers in Kitengela, Kajiado County on Sunday.

The 37-year-old man was taken into custody for allegedly kidnapping an Ethics and Anti Corruption Commission (EACC) employee.

DCI revealed that the victim was rescued following their operation.

β€œThe victim was found safe and rescued. The suspect will be arraigned in court on Monday,” revealed a statement posted by the DCI on their social media platforms.

Mr Otinda reportedly abducted the unnamed EACC official and went on to demand Ksh2 million as ransom.

Reports indicated that the DCI set-up an elaborate ruse to lure the suspected kidnapper from hiding in order to apprehend him, by pretending to play along with his demands.

The security agency in their statement disclosed that they arrested Mr Otinda while he was waiting to receive the ransom money at the agreed upon location in Kitengela.

This recent arrest comes just days after the DCI released the photos and names of two police officers caught on camera stealing narcotics worth millions of shillings from an undisclosed police precinct.

Corporal Alloys Onyango and Constable Arbanus Mutunga reportedly stole over 25 kilograms of heroin impounded during a previous drug bust.

Interestingly, the DCI published the photo of the suspected kidnapper as well as the two police officers on their social media platform despite the High Court on December 7, 2018, moving to bar them from posting mugshots of suspects on social media.

Bunge la Mwananchi President, Henry Shitanda, recently moved to have DCI boss George Kinoti and police Inspector General (IG) Joseph Boinnet held in contempt of court orders and subsequently jailed for a minimum of six months.
