This is Why the Auditor General is For the First Time Impressed by County Governments

The Auditor General Edward Ouko has lauded county governments for prompt submission of county audit reports.

Addressing delegates during the ongoing devolution conference in Kirinyaga county Ouko said there has been a growing interest by county governments to have their finances audited.

He however said there are perennial audit issues with IFMIS system with most county governments presenting financial data that does not match the one on IFMIS.

He said IFMIS should be effective on both levels of government further proposing the need to have two levels of IFMIS system that would cater for county and national government exclusively.

Makueni Senator Mutula Kilonzo jnr said senate continues to experience challenges as most governors fail to honor summons and when they do they appear with heaps of documents thus reducing the role of senate to clerks.

He said senate should be focused on dealing with policy issues rather than audit queries from counties.

But due to corruption cases at the county level, he said audit queries have remained the big issues at the senate which he says must change.

“We need a paradigm shift, the world has moved. Let us move to doing performance audits as opposed to financial audits”, said Senator Mutula.

At the same time he said conditional grants coming to counties for financial training should also be channeled to the Senate for similar training to allow for smooth oversight.
