Education Ministry Reverts Stance on D Grade Students Teaching Training

In a highly controversial move, the Ministry of Education has stopped it’s initial bid to further lower the minimum grade for teachers in Training Colleges.

The 2016 minimum entry requirements for trainee teachers, set at C+ for degree and C- for a diploma course, will now remain in force.

TSC and Education ministry reached the deal that will see a legal notice by Education Cabinet Secretary Amina Mohamed, which had lowered the entry grades to diploma teacher training colleges to C-minus, and D for certificate programmes shelved.

Amina and the Kenya National Qualifications Authority (KNQ), are said to have caused the current confusion in the education sector. At present, a case is pending in the court after lawyer Oyucho Timon filed a case on behalf of the Teachers Service Commission.

Justice Byram Ongaya discovered that there are currently two different rules which govern teachers’ training. This means that there’s a loophole in terms of which rules should be relied upon. The judge adviced the Education CS Amina to hold a meeting with relevant stakeholders to harmonise the two regulations.

Attorney General Kihara Kariuki had issued a legal opinion contrary to Amina’s gazette notice. In his legal advice, Kihara said only the TSC was mandated to prescribe college entry qualifications.
