Inside Fresh proposals to arm private gourds

Image result for Private security guards armed with guns kenyaPrivate security guards are to be licensed to carry firearms while on duty after fresh training and vetting, authorities said Friday.

The Private Security Regulatory Authority CEO Fazul Mohamed said this will happen in six months’ time.

Mr Mohamed spoke at the Nairobi Railways Club where all senior supervisors and managers of security firms had converged to discuss modalities of the arming of private guards in the wake of the terrorist attack in Nairobi Tuesday that left 21 people dead.

Previously ,a top Government official with knowledge of the plans revealed the country’s security organ – the National Security Advisory Committee – had approved the proposal. But would only happen after the Private Security Regulatory Authority comes up with regulations to guide who will be granted a permit to carry the weapons. “Guards are in most places and become the victims of crime, hence the need for them to be allowed to carry weapons. “Those to be armed are in government and public installations and those in cash in transit. We are preparing for a thorough vetting of employers and guards to ensure its success,” Mr Mohamed said.

This would be a boost for the guards’ unions that have been agitating for the weapons.

The guards will have to be retrained and paid well before they are allowed to carry the guns. Few private security groups are currently issued with permits to carry firearms. The exceptions are mostly firms hired to secure ranches.

The Interior ministry is currently developing a training manual for private security officers that should help improve coordination with other security agencies in sharing information and intelligence.
The Kenya National Private Security Workers’ Union welcomed the move even as it decried the increasing number of attacks against private security guards.

“This is good news because the country is grappling with terrorism and armed robberies, which put the lives of guards at risk. You cannot stop an armed robber with a rungu. This has exposed us to more danger than armed soldiers in Somalia,” said secretary general Isaac Andabwa.Image result for Kenya National Private Security Workers
MPs, while supporting the Private Security Industry Regulation Act 2010, had refused to have guards armed, saying doing so would be wrong without proper training and regulations.

According to Mr Mohamed,”Security guards especially in malls form the first line of defence against terrorists and other criminal elements. If we trust them with such establishment why not trust them with firearms?” he asked.Related image

There will be also be uniform salary structure for guard working during the day and night.

“We have been complementing the national government on security matters and we are happy that we have recognised for that contribution. We request that the process of setting up an academy for training purposes be expedited,” he said.

Kenya National Private Security Workers Union Secretary-General Isaac Andabwa welcomed the proposal adding their welfare should be improved.
