Who is this ex-military man linked with Matangi in Miguna Migunas’ case?

Image result for Miguna Miguna jkiaLawyer Miguna Miguna was on Friday awarded Ksh.7million as damages for violation of his rights.

The ruling also accorded Miguna another Ksh.270,000 for damage to his home in Runda.

Questions then arose as to whether Kenyan taxpayers would be the ones to bear these costs after a section of the media reported in the affirmative.

Miguna’s lawyer Waikwa Wanyoike, who is also the Executive Director of Katiba Institute, however issued a clarification saying:

“High Court ordered Fred Matiangi and Gordon Kihalangwa to personally pay to deter such actions by “overzealous” state officers.”Related image

In March this year, Interior CS Matiang’i and Immigration PS Kihalangwa were each fined Ksh.200,000 for contempt of court.
The judge then ruled that the amount be deducted from their salaries the following month.

They had failed to appear in court as ordered after the State had Miguna forcefully deported to Dubai.

Citizen Digital is yet to establish whether or not the two State officers paid the Ksh.200,000 as ordered by the court.

The Director of Immigration Mr Kihalangwa holds a PhD in International Studies and Diplomacy. In a statement from the statehouse, the ex-military boss is a dedicated and disciplined officer “whose loyalty, integrity and competence are beyond reproach”.

Mr  Kihalangwa has a wealth of experience in both security services and people management. His role at the immigration greatly strengthens the nation’s policing and control of its borders, as well as its internal security,” the statement read in part.
Kihalangwa had a long and distinguished career in the Kenya Defence Forces. He served as Head of the Military Police before he was elevated to Assistant Chief of Defence Forces responsible for personnel and logistics at Defence Headquarters.
