When you voted for your politicians did you ever consider their qualification and ability to do the jobs you were employing them for or were they just your favorite candidates in the eyes? This has turned out to be a critical issue as many MCAs and other public leaders as well are being questioned in relations to looting public funds and incompetency.

Today a majority of Machakos Members of the County Assembly have passed a motion to impeach the Finance and Economic Planning CEC Francis Maliti citing incompetence.

27 MCAs out of 59 passed the motion to impeach Maliti who is also the county’s Deputy Governor claiming incompetence, gross misconduct.

The motion of impeachment was tabled by Matungulu East MCA, Comas Ngula Masesi and seconded by Kangundo MCA, Moses Mitaa.

Ayoo was impeached after being voted out by 47 out of 60 MCAs.

In a motion tabled by Ruma Kaksingri MCA Ellyphalet Osuri, the MCAs accused Ms Ayoo of poor leadership and mismanagement of the county assembly resources and affairs.

Speaking while tabling the motion, Osuri argued that Ayoo had failed to meet the integrity test required of a county assembly speaker.

He stated that the Speaker had mishandled the County assembly mace which went missing for more than ten days ahead of its recovery on a Sunday.

The mace is a symbol of authority of the county assembly.

“Madam Speaker’s laxity caused the mace to be transferred to an unknown destination by allowing persons not permitted to touch it. This rendered the assembly incapacitated,” said Osuri.

The Nairobi County Assembly also voted to impeach its speaker. Beatrice Elachi, who served for just one year.
103 of the 122 members presented voted to impeach Ms Elachi amid cheers. Two members voted not to impeach her and two others abstained from the vote.

A motion tabled by Waithaka MCA Anthony Kiragu listed various violations of the Constitution, Leadership and Integrity Act 2012, as well as the Powers and Privileges Act, 2017, as the reasons for the speaker’s ouster.

“Regretting that the conduct of the Hon Beatrice Elachi, through her actions and omissions, has caused the assembly great embarrassment and brought the office of the speaker into disrepute, contrary to the gamut of laws on conduct of State officers of her calibre, this assembly resolves to sanction and remove the Hon Elachi… pursuant to Section 11 of the County Governments Act, 2012,” said Mr Kiragu.

The members accused Elachi of interference by threatening and bullying staff to have a party close to her win the award for the purchase of the residence of the speaker. They stated that the house was valued at Sh 100 million, but she quoted Sh 125 million. The tender has since been re-floated and bids received.
