‘Si hii ni krimino!’ Nairobi Assembly Acting Speaker rejects ODM in city hall

Acting Nairobi County Assembly Speaker Chege Mwaura has defied the request from ODM Party seeking to make changes in the County Assembly leaership.

Mwaura has written back to the Orange Democratic Movement Chairman John Mbadi saying he can not effect the changes he had sought to replace the current Minority Leadership since the decision was not made by the NASA coalition.

Mwaura says the recognised entity at the Assembly is NASA and not ODM and his directive does not meet the requirements of the County’s Standing Orders.

“The recognised entity at the County Assembly is NASA, which is a coalition. Indeed, you will note that the Deputy Minority Leader at the Assembly is from a different party, but in the same coalition. Therefore the decisions contemplated in your letter can only emanate from the coalition for which the Minority Leader was appointed,” he stated.

The Speaker has further asked Mbadi to refer to the recent removal of Senate Minority Leader Moses Wetangula where the Speaker Kenneth Lusaka directed them to provide minutes proving the decision.

Mbadi in his letter was seeking to have Minority leader Elias Otieno of Kileleshwa ward replaced by Kennedy Oyugi of Nyayo Highrise ward while the Minority Whip Peter Imwatok of Makongeni ward replaced by Nicholas Okumu.

Mwaura took over as the acting speaker in the County assembly after former Speaker Beatrice Elachi’s ouster.

The  Ngara MCA  was voted in by the MCAs to replace Elachi in an acting position.

Deputy Speaker John Kamangu tabled the motion to elect an acting Speaker through a supplementary order paper.

“In the absence of a Speaker due to the issues affecting her creates a vacuum which the House cannot afford and since the County Government and the Constitution allow for members to elect an Acting Speaker in the absence of one, I direct this House does so,” the motion stated.

Mwaura, who is also the Majority Chief Whip was elected unanimously after the two proposed MCAs Mary Njambi AKA Krimino, and Mary Arivisa declined the post.

The defiant MCAs disregarded a court order that reinstated Elachi pending the determination of the case, arguing that she stands impeached.

The session was however temporarily disrupted after Mary Ariviza stormed in the chambers shouting “Who asked you to play with my name….I support Elachi….Don’t play with my name,”

Mwaura assumed the Speakers seat after being sworn in and took over the operations immediately with a promise to steer the Assembly forward.

“I want to take this opportunity to thank you all for electing me to this position I will operate an open door policy the minority will have their say and the majority will have their say,” said Mwaura.

The embattled Speaker Beatrice Elachi was impeached on September 6 over allegations of graft and gross misconduct.
