How Chebukati and Chiloba conspired to literally eat Sh 800M

The troubled IEBC is now on the spot as it cannot account for close to Sh800 million it spent on procurement of catering services and payment of the national tallying centre that was used in the 2017 general election.

IEBC expenditure after the 2017 General Elections has always been fishy but Auditor General’s report now proves worse.

In a report tabled in the National Assembly, Auditor General Edward Ouko raised concern over irregular payment of Sh691.5 million that Independent Electoral and Boundaries Commission incurred on catering services.

According to AG Ouko, contracts for the provision of catering services were awarded to the service providers based on predetermined rates issued from the commission’s headquarters which was in complete disregard to Article 227 (1) of the Constitution which requires fairness and transparency in procurement.

The auditor’s report also shows that 1,000 modems and SIM cards loaded with data were misused. The commission bought 149,604.5GB of data at Sh127, 625,926 but only utilized 605.3GB worth Sh515, 629.

The expenditure of food, which is part of the Sh2.2 billion budgeted on hospitality, supplies and services, had contracts awarded to service providers based on predetermined rates issued from the commission’s headquarters at the Anniversary Towers in Nairobi.

On July 6, 2018, Mr Chebukati filed an internal procurement audit report in court as an exhibit to explain why the former Chief Executive Officer, Ezra Chiloba, was sent on a three-month compulsory leave.

Among the anomalies in the report were inflated costs that were above the contract price, lack of contract details, extension of the contract beyond required time and payment for goods and services not required during the repeat election.

Mr Chebukati’s affidavit said the audit report implicated Mr Chiloba of all the wrongdoing and irregularities and that this informed his decision to suspend him until the truth was uncovered.
