Mike Sonko’s ‘bragging’ cash traced to millions transacted secretly from County budget

Barely a month ago according to Auditor General Edward Ouko, Nairobi county could not provide documents to support expenditures running to nearly Sh20 billion with the auditor saying taxpayers may have lost the money in unexplained cash withdrawals, payments to contractors, unbanked cheques and staff.

Just recently, while the Legal and Justice Committee was perusing the Sh805 million budget estimates for 2019/2020 financial year for Mr Sonko’s office and that of his deputy, it was revealed that a Sh490.6 million budget has continually been allocated for his office and that of his deputy which does not exist.

Nominated MCA Silvia Kihoro questioned how the budget has been spent despite Nairobi operating without a deputy governor for a whole financial year.

The Governor is also been questioned on why he has been moving in a fleet of 12 cars against a requirement of only five cars. This was after MCA Ogeto raised queries on the number of vehicles the governor should officially be entitled to officially and whether the extra cars are captured in the budget.

The committee also revealed an irregular multimillion confidential budget that is secretly allocated to the Nairobi County Governor where it emerged that the governor has been enjoying Sh96 million ‘confidential expenditures’ annually since he came into office in 2017.

Officers from the governor’s office could not explain to the committee what the ‘confidential budget’ is meant for, a sum that was never approved by the assembly as part of the county’s financial plan.

The committee, led by its chairperson Jayendra Malde put to task Mr Dominic Odera — an administration officer in Mr Sonko’s office and who also serves as the county’s fleet manager — to account for the huge sum.

The Sonko administration is also on the spot over irregular payment of suppliers with Sh381 million and also for an undisclosed bank balance of Sh3 billion.

Ouko’s audit exposed an irregular withdrawal of Sh6 billion from the county’s revenue account making it impossible to confirm the accuracy of Sh10.1 billion county own-generated receipts.

The report, tabled in the Senate, further reveals an unexplained cash receipt of Sh5.3 billion.
