Waititu defeated as MCAs fist over sh 1 billion supplementary budget

Kiambu electorates and Kenyans in general were on Thursday left wondering what triggered the fight against MCAs allied to Waititu and those opposing his administrative style of leadership.

The chaos erupted over differences in the contents of the supplementary budget which was being tabled.

In the document, Governor Ferdinand Waititu’s administration wants the assembly to pass over Sh356 million which financed operations of Kaa sober between July and December last year.

The document, which has been signed by the County Finance Executive Kigo Njenga, further indicates that after the county did “adjustments after reallocation and prioritisation”, Sh56 million went to “proposed increase in training expenses in Kaa sober” under the education department.

The money was spent without the approval of the assembly as required by the law.

Kiambu MCAs fight in the county assembly

Trouble started when Kiuu MCA Daniel Ngugi who is accused of being used by Waititu attempted to introduce a motion for the approval of the document without a notice of motion as required in the standing orders.

Limuru East MCA Karuga Ngigi, who is also the chairman of the Budget and Finance Committee, said the move to split the committee was a conspiracy to ensure that the report is passed by “hook or crook”.

“The ad hoc committee was created unprocedurally through a conspiracy between the executive, the Speaker and a section of MCAs to force the approval of the report because our committee had expressed concerns that it highlighted possible massive misappropriation and insisted that the executive must give explanations,” Mr Karuga said.

The programme was taking up Sh2 million per day without the approval of the county assembly.

The assembly has vowed not to approve the documents and calls on EACC to investigate the matter.
