The going gets tough for KVDA boss as he is grilled over ‘role’ in dam scandal

Kimosop spent over five hours at the DCI headquarters, Kiambu road on Wednesday where he was pressed for answers into the construction of the two dams. The MD had earlier been questioned by DCI investigators from the Serious Crime Unit over the same matter. Kerio Valley Development Authority (KVDA) managing director David Kimosop was grilled on Wednesday for more than eight hours at the Directorate of Criminal Investigations (DCI) headquarters.

The MD is among top government officials who have so far recorded statements with the DCI over the dams scandal. DCI chief George Kinoti has since revealed that three cabinet secretaries among them Mwangi Kinjuri, Eugene Wamalwa and Simon Chelugui would appear before investigators to shed light over the same issue.

Kimosop was put to task to explain how requisitions for money were raised through the Integrated Financial Management System (Ifmis) for the construction of Kimwarer and Arror Multipurpose Dams without bill of quantities and designs. As the procuring entity, investigations have shown KVDA as the primary agency that allegedly aided payment of Sh20.5billion.

Kimosop was required to explain further what documents KVDA had used to seek funds from the Governments Integrated Financial Management System (Ifmis). This is after investigators noted that some crucial documents that were required for the approval of the funds were missing, sources familiar with the investigations. He drove to the DCI headquarters at around 10 am and was yet to leave the building by 4 pm. The sources said Kimosop was also required to provide to the investigators KVDA financial statements showing all people who had received cash in relations to the construction of the two dams.

After lengthy interrogation last week, National Treasury Cabinet secretary Henry Rotich told detectives he relied on official documents provided and payment obligations raised through Ifmis by KVDA. Cabinet secretaries Mwangi Kiunjuri (Agriculture), Eugene Wamalwa (Devolution) and Peter Munya (Trade) are expected to be grilled by DCI over the dams.
