Deputy President William Ruto is among many Kalenjin leaders who are not happy with the way the Director of Criminal Investigations (DCI), George Kinoti, is handling the Sh 21 billion scandal with regard to the construction of Arror and Kamwerer dams in Elgeyo Marakwet County.
Rotich, who is the mastermind of the scandal, has been grilled by DCI sleuths for three days now with sources saying he might be prosecuted next week over the scandal that has shocked the entire nation.

A section of Kalenjin community leaders led by  Kapseret MP , Oscar Sudi, and Elgeyo Marakwet Senator, Kipchumba Murkomen, have been accusing Kinoti of persecuting Kalenjin professionals led by Rotich.

Ruto stormed State House in the wee hours of the night, which is unusual, and held a crisis meeting with Uhuru for over two hours.

During the talks, Ruto is believed to have told Uhuru frankly that graft involving dams was taking a political dimension and messing his image in the eyes of the public.

Ruto also complained to the President that the manner in which the investigations into this scandal, involving dams, were being done was unreasonable.
He asked the President why the DCI is investigating projects in Rift Valley yet in other parts of Kenya and specifically Central Kenya there are many dams which are under construction like Karemenu Dam in Gatundu South Constituency.
