How Auditor General’s intentional omission from dams’ contract could have led to lose of billions

The office of the Auditor General said that they did not have conclusive details on whether money was stolen from public coffers as audit on the Kerio Valley Development Authority (KVDA), the firm in the middle of the ongoing Ksh21 billion dams scandal tries to shed light on whether the money was stolen.

Evans Kaleka, the official tasked with auditing the firm told the Public Investment Committee that KVDA had not responded to their letter regarding the two dams.

KVDA was expected to respond to the management letter since it was their opportunity to answer the questions raised over the dams saga.

Mr Kaleka said it was only on April 5, 2017, that the contract for the construction was signed between the Italian companies, CMC Di Ravenna and Itenera, and Treasury for the construction of the dam.

He further stated that the current dams saga could not have been captured in their previous KVDA audit since the public auditor is yet to conclude the 2017/18 audits.C

The dams have been the latest corruption scandal to hit the country. Politicians have taken sides in the battle with Deputy President William Ruto and AU envoy Raila Odinga exchanging words over the saga.

Treasury CS Henry Rotich was grilled by the Directorate of Criminal Investigations for two daysover the advance payments for the two dam projects.

He defended his decision to pay the Italian company a down payment of more than Ksh7 billion before it even began work on two dam projects in the Rift Valley.
