Will Rotich’s statement on dam scandal follow Ruto’s position?

Tuesday will mark the second time the Treasury Cabinet Secretary Henry Rotich will be appearing before the Directorate of Criminal Investigations over Kimwarer and Arror dams’ scandal.

Mr Rotich will shed light on Sh21 billion payment for the two dam projects in Elgeyo Marakwet County that are yet to commence since 2017.

Officers at DCI have confirmed that Rotich arrived there shortly after 7am and is expected to record a statement.

The questions is, being the DP close ally, will the CS follow Ruto’s version that only Sh7billion was in question and not Sh21bbillion as the DCI believe?

Rotich is at the centre of investigations because he is accused of authorising payment of billions of shillings before construction of the two dams started.

He is also accused of writing to the National Land Commission and asking the agency to deal with land allocation issues to enable KVDA to resettle residents displaced by the projects.

Others under investigations include Kerio Valley Development Authority (KVDA) Managing Director David Kimosop and several board members of the State Corporation who have been questioned for the fourth time by the DCI. 

KVDA, which contracted Italian companies CMC di Ravenna and Itinera for the projects, is also at the centre of investigations into allegations of payment of kickbacks to officials.

A team of detectives on Monday flew to South Africa to establish if the dam allegedly used to kick-start the Arror and Kimwarer dam projects existed.
