Chebukati Finally Admits to Not Being Qualified to Lead IEBC

The Chairman of the Independent Electoral and Boundaries Commission says that holding elections of all elective seats in one day is a task too difficult for the commission.

As a result, they say that major changes are required to conduct the 2022 poll successfully.

IEBC has published a post-election evaluation report that lists the errors and mistakes of the 2017 polls that had to be repeated and had many petition cases.

They also share why they think they lost the Supreme Court Presidential Petition.

In the report, they recommend that success will only be guaranteed if only the presidential and parliamentary elections are held in one day. Then, the vote for governors, senators and MCA’s should be on a different date.

According to current law, this would only be possible if the constitution is amended to be different from what is set now. The law dictates that elections be held on the second Tuesday of August of every fifth year.

“Conducting six elections in one day resulted in fatigue among electoral officials. Some of the errors witnessed were as a result of the fatigue,” said Chebukatii

On the other hand, the IEBC also proposes that its commissioners remain active longer to “to ensure continuity and institutional memory”.

At present, only Wafula Chebukati (Chair), Abdi Guliye (Commissioner) and Boya Molu (Commissioner) are in active capacity. This is after the Connie Nkatha (Vice Chair), Paul Kurgat (Commisioner) and Margaret Mwachanya (Commissioner) resigned.

The team that oversaw the controversial 2017 elections came into work only 7 months before the eelection. The previous team led by Isaac Hassan was forced out in 2016.

The three active commissioners are to remain active until January 2023 according to their contracts.
